Coming from an Asian country myself, I can see from their perspective why they lay death penalty for this violation. In the US, people have more beliefs in second chance and addiction recovery program. It's a catch 22 because it allows more addicts to violate the law. In Asian countries you don't mess with the law because you could lose your life over a gram of marijuana. I don't know what would happen if the US imposes similar law to drug abuse violation. Illegal drugs or controlled substance abuse is always seen as horrible crime is Asian countries.
